This patch fixes a problem where "CDE setup" Application does not come up
when invoked from unicode locales if the localized setup files don't exist.
The following error message was displayed:
/usr/dt/bin/dtsetup[178]: .: //fp.out: cannot open [No such file or directory]
This patch adds error detection when no localized setup files exist.
