If a long message is sent to a user, and if delivery of the message
would exceed the quota on the user's mail file, a partial message was
delivered.  The next mail sent to the user (assuming the quota problem
has been corrected) would apparently disappear, having been logically
appended to the previous, partially-delivered message.  This replacement
for binmail corrects this problem.
