This adds the ISO8859-15 functionality to the main Xresource file on the
system and to the specific dtlogin resource file.  With these changes, X
applications to have ISO8859-15 locale support integrated directly into the
application.

"Catalan (ISO8859-15)" is missing from the language
list available from the login screen.  The omission of
this item prevents the user from selecting a Latin-9
locale for Catalan, even though this locale is available
on the system.  Latin-9 is similar to Latin-1, with the
addition of the euro character, which may
be required for European monetary data.  This patch
adds the Catalan Latin-9 option to the login
screen's language list.

This patch implements Xlocales definitions which allow X applications to
run under the ISO8859-15 locales.  Using ISO8859-15 locales allows users
to enter and use newly defined ISO8859-based characters such as the Euro
monetary symbol.

Several compose definitions were omitted in the original version of file
en_US.ISO8859-15.  This change allows users to use compose sequences
documented in other (Latin-2) locales to generate the same character in the
latin-9 locale.
