vulnerability.

This patch fixes a problem where dtlogin may incorrectly set the
permissions of "/var" to 775. The correct permissions for the
"/var" directory should be 755.

This patch also fixes a problem where dtlogin may incorrectly set
the umask to 002 for "csh" users.
